Director, Electric Markets Analysis

Elise Caplan is the Director of Electric Markets Analysis for the American Public Power Association. In this role, Ms. Caplan monitors the restructured wholesale electricity markets, oversees and produces investigative studies of these markets, writes regulatory filings, and communicates with APPA’s public power utility members and other stakeholders on the development of market reforms.
Before joining APPA in 2006, Ms. Caplan was an economic and legislative consultant for the Connecticut Municipal Electric Energy Cooperative (CMEEC). Prior to CMEEC, she was the Research Director for the Illinois Citizens Utility Board.
Ms. Caplan has a Bachelor’s Degree from Cornell University and a Masters in Public Policy from the University of Michigan.
